TRC Worldwide Engineering
TRC Worldwide Engineering, Inc. supported TDOT in the development of a critical industrial access route designed to serve major economic investment in the Chattanooga region, including the Volkswagen Plant. Initially engaged in 2009 for field surveys and roadway design under TDOT’s on-call program, TRC played a key role in advancing early planning efforts for industrial access infrastructure in Tennessee.
In 2014, TRC was re-engaged to deliver final construction plans for a new industrial access route supporting the Volkswagen Plant in Chattanooga. Acting as a turnkey consultant, TRC led a multidisciplinary effort that included survey, roadway design, environmental coordination, and geotechnical engineering—working alongside specialized subconsultants to deliver a fully integrated solution.
The 1.4-mile alignment presented a range of engineering challenges. The corridor required coordination with TDOT, TDEC, TVA, the U.S. Army Corps of Engineers, and local agencies, while also navigating conservation easements, protected wetland areas designated as Exceptional Tennessee Waters, and multiple high-voltage TVA transmission lines. In addition, the alignment’s proximity to a critical water main demanded careful design consideration to ensure uninterrupted service.
Geotechnical investigations included 69 borings across the corridor, informing detailed recommendations for grading, slope stability, settlement analysis, and subgrade improvements. Environmental services included wetland delineation, restoration planning, and the development of buffer zones, as well as legal descriptions and exhibits for permanent conservation easements.
